Both tools and humans can become weapons. The difference lies in that tools need only be sharpened and built of strong material, whereas humans must not only strengthen their body but also their hearts and minds - especially when your enemy could be wearing the skin of a dead child, or even someone you loved.

Kira found it easy to destroy Akuma while they kept to their demon form. She did not find it so easy when they continued to wear the skin of the loved one that called their soul back. It took her a long time before she was able to bring herself to kill an Akuma still in their human skin; and if it weren't for Allen's reassurances due to his cursed eye, she'd probably suffer chronic night terrors for the Akuma she's killed - or, as she must continuously correct herself, "saved". 

Exorcists can strengthen their bodies as much as they want, but no matter how sturdy they are or their weapon is, nothing but sheer will and strength of mind can protect their hearts.

And support from their comrades, of course.
